US signs deal to train Taiwanese navy as island mulls cuts to military exchange budgets

Taiwan’s defence ministry revealed the United States has signed a two-year agreement to help train the Taiwanese navy as the island’s legislature prepared for a Tuesday vote on whether to cut military spending on overseas training.
In a public notice on Taiwan’s government procurement platform, the ministry disclosed that the US had agreed to send personnel to Taiwan for a specialised two-year naval training programme.
The training will be conducted at the headquarters of Taiwan’s navy and marine corps, located in Zuoying district near the southern city of Kaohsiung.
The agreement, valued at nearly NT$50 million (US$1.5 million), was signed between Taiwan’s navy and the American Institute in Taiwan (AIT) – the de facto US embassy in Taipei – according to the notice published on Friday.
The notice did not specify the rank of the US personnel involved in the training or the exact nature of the instruction. However, it stated that the training was expected to be completed by the end of 2026.
The news comes just ahead of Donald Trump’s return to the White House on Monday and marks the first time the defence ministry has explicitly stated that the US would send personnel to help train Taiwanese troops. Such military exchanges have typically been kept confidential to avoid provoking Beijing.

Could genetically modified (GM) crops ensure China’s food security, or will public scepticism derail the effort?
On December 31, China took another step towards commercialising GM crops by approving 12 more types of GM soybeans, corn and cotton. Following years of testing, the Ministry of Agriculture and Rural Affairs granted safety certificates for these varieties. These approvals add to the list of at least 64 varieties of GM corn and 17 varieties of GM soybeans that have received the green light since 2023.
China’s urgent need to ensure long-term food security amid global uncertainties includes efforts to increase domestic production of corn and soybeans, two key agricultural staples. The aim is to boost high-yield crops while reducing the country’s dependence on food imports amid an increasingly complex and fractured geopolitical environment.
In 2023, China imported 99.4 million tonnes of soybeans, with 70 per cent imported from Brazil and 24 per cent from the United States. China also imported more than 27 million tonnes of corn, a 31.6 per cent year-on-year increase, of which 47 per cent came from Brazil, with the US in second place. China mostly imports GM crops for animal feed, while non-GM varieties are intended for human consumption.
Although plans to commercialise GM crops remain implicit at present, they align with China’s broader food security strategy. China’s leaders, including President Xi Jinping, have publicly emphasised the importance of safeguarding food security. Xi also famously declared that the rice bowls of China’s 1.4 billion people would always be firmly held in their own hands.
But China’s food security has worsened in recent decades. Once a net food exporter, China became a net importer in 2004. The widening import-export gap raises concerns about reliance on global markets, leaving China vulnerable to export bans and price fluctuations.

Hong Kong worker dies after falling from ladder in Jardine’s Lookout

A worker fell from a ladder in Hong Kong’s Happy Valley on Monday morning and later died in hospital, triggering an investigation by police and the Labour Department.
Police said the 58-year-old worker was using a wooden ladder to repair an air conditioner on the rooftop of a flat on Wilson Road in Jardine’s Lookout at 10.30am.
But he accidentally fell from about 1.5 metres (4.9 feet), injuring his head and passing out.
He was taken to Ruttonjee Hospital in Wan Chai for treatment, but was confirmed dead soon after.
Police are investigating the cause of the fall.
The Labour Department said it had immediately deployed staff to the scene upon receiving a report of the accident and it was also investigating.
The Association for the Rights of Industrial Accident Victims contacted the family to offer help.

The number of cybersecurity cases in Hong Kong hit a five-year high last year as hackers weaponised artificial intelligence (AI) to manipulate data systems and generate malware, according to an information security watchdog.
The Hong Kong Computer Emergency Response Team Coordination Centre (HKCERT) on Monday said phishing cases accounted for more than half of all security incidents last year.
The government-funded group handled 12,536 cybersecurity incidents in 2024, up 62 per cent from 7,752 cases in 2023, marking a five-year high. The number of phishing cases more than doubled to 7,811 from the 3,752 in 2023.
Alex Chan Chung-man, general manager of HKCERT’s digital transformation division, said nearly a quarter of the phishing attacks focused on banking, finance and e-payment services.
Social media and instant messaging apps like WhatsApp also made up another 22 per cent of the cases.
The number of URLs related to phishing last year exceeded 48,000, increasing by about 1½ times from 2023.

The National AI Industry Investment fund was incorporated in Shanghai last Friday as a joint venture of state-backed Guozhi Investment (Shanghai) Private Equity Fund Management and the China Integrated Circuit Industry Investment Fund (CICF) Phase III, according to information from local business registry service Qcc.com.
The new AI fund’s scope of business includes general equity investment and asset management, according to the registry service, which did not provide any details.
Its creation reflects Beijing’s determination to advance the nation’s AI capabilities, despite greater tech restrictions imposed by Washington.
